Duties of City Council

The City Council decides on the:

  • objectives of the activities and finances
  • principles of the organisation of administration
  • principles of finances, financing and investments, and approves the budget
  • general principles of fees charged for the local ​​services and other performances
  • operational and financial obligations imposed on the municipally-owned commercial enterprises
  • giving of guarantee engagement or other security on the debt of a third party.

In addition, the City Council appoints the members of the municipal bodies, unless otherwise provided for in the Local Government Act, decides on the principles of the financial benefits of elected officials, chooses the auditors, approves the financial statements and decides on discharge from liability, as well as other matters to be decided by the local council.
